People who don’t keep a gun loaded with a round in the chamber might as well carry a hammer. It’s just dumb and as @samplenhold says, can get you killed.

Totally agree.
If you are not comfortable carrying with a round in the chamber, then you are not comfortable enough with a firearm to be carrying it at all. Get some training, range time, competition time, or something that will make you confident in your ability to carry with a round in the chamber.
This is Executive Action being handled by the new DOJ....
