The Amcrest IPM-721 for $52 is the only one I can suggest and attest to that:
  • Is Wi-Fi or Ethernet (but not POE)
  • Has RTSP, is ONVIF and is BI compatible
  • Is a re-branded Dahua.
  • It's also PT, but digital Zoom

When you say ".... these will only be used locally", I assume you will view only on your LAN and you have no intention of viewing remotely, correct?
If so, the cam still must be isolated from the Internet, configured to not perform uPNP, and have no port(s) in router forwarded (which also should have uPNP already disabled).
You must not set up with their app on your smartphone phone and scan a QR code, which will use P2P via Internet and provide cloud access (a foreign server).

Do you know how to accomplish this?

FYI - If you are looking for outdoor rated IP PoE cameras, sometimes I see LaView or Amcrest bullet cameras hit $60-70 when there's a deal going on. Recently this happened on Amazon Prime day.
