I know this post is old but others might find this useful. I have a solution to your problem using an android phone.
On your android phone download and install IP Webcam from the play storeIn the app settings under Connection Settings click on ONVIF support, then make sure Enable ONVIF support is check marked. Start the server and note the url given ex.
On your Roku device install IP Camera Viewer Basic onto your roku. Roku
Choose add camera. Name your camera and enter the IP address ex.192.168.0.100 and the port number ex. 8080 given in the android app. For stream url enter "/video?"
If you set your IP Webcam on your phone to have a password, you must also add that to the camera settings in the Roku app.
