Best videoquality between 1/16 and 4 fps concerning the bitrate?

Concerning the bitrate limitation to maximum 12MBit/s I does a little test series with my Synology Diskstation (and Surveillance Station 7).

Am I´m right in thinking that there are the best videoquality if you choose maximum 4 frames per second cause more frames will be to compressed to fit into the 12MBit/s bandwidth?

You would be hard pressed to notice the difference...

At 12 Mbps bit rate you can easily get away with whatever frame rate you like without likely noticing a quality difference. At least until you start dealing with 5+ megapixel cameras.
