TFTP server is not working , camera wont connect to it
The next method would be a USB to TTL serial connection to the serial console on the camera main board.

But before you think about doing that, maybe worth a couple of basic checks:
Set the PC IP address to 192.0.0.128
Start the Hikvision tftp server
At a command prompt, use 'ping -t 192.0.0.64'
Power cycle the camera.
Normal, and suggesting that it may be doing the usual probe for a tftp server, would be 2 or 3 ping responses a second or so after power on, with no repeats.
And of course what would be good is an entry on the tftp status window, but you've already said this isn't happening.

And repeat with PC IP address 192.168.1.128 and ping -t 192.168.1.64
