Camera video degraded? video included

Here is my night view the image seems to flash and have lots of movement of pixels is the because of a degraded ethernet cable do you think

 
How do you determine what bitrate to set your camera at? If I bought 10 cams of the same model, they tend to be set to a different bitrate at default.

Of course I don't agree with that table very closely in my own configuration. I tend to run around 6 Mbps as alastair has suggested for 2MP cameras just because I can afford the storage and it offers pristine video quality.

I only record movement and use max everything.

Lower camera resolution if you cannot support higher frame rate and bitrate.
 
But in terms of remote viewing over 4G etc, does the bitrate/max bitrate have to be considered or is it the bitrate or res set for the sub-stream used for the remote side of things and the main stream is the recording or I’m I getting mixed up?
 
Yes, typically he substream is used for remote viewing
