Can’t find camera on config tool

I just got 4 hdw5231r ze from Andy. And wow crazy fast shipping I might add. And also 2 other cams. I found all but one with the config tool and was able to set them up. Any ideas why I can’t find the last one.
I configured all of them using the same port and cable. The lights on the Poe switch light up. And the ir on the camera will light up. Just can’t find it.

Open it up, and use the factory default reset button, then try again. Hold button for at least 15 seconds.

I tried to reset a couple times but to no avail. Just to make sure is the reset button on the edge of to board facing you when you take the camera apart. I tried pushing it for 20sec. At about 10 sec the internal leds went out same with the leds on my switch. After about 60 sec they all came back on.
