Looks like it follows the Camera, swapped port 1 and 2 and the camera still has the same issue. The camera remains on 10800.

if it follows the camera, it's not an NVR issue. you might have to reset the camera, which bounces you back to 192.168.1.108 in a DHCP network setting. ( if its a Dahua or Dahua Oem) which, if the camera has some setting screwed up, might unscrew it.

Was that camera used elsewhere before? If you get in a pinch you can plug your computer into one of the Poe ports on nvr and bypass to internal ip; 10. is default. If in a real pinch; no Ethernet port like most newer laptops, you can hook up a wireless ap to nvr poe port.
They could have been, I bought the house with the cameras already installed. I attempted to plug them right into the router but they didn't have enough power since they are PoE. I imagine I could get a powered Ethernet port to power it?

For anyone who ever finds this thread looking for a resolution, I fixed both issues:
- ERR_UNSAFE_PORT was resolved by using Pale Moon 32 bit
- Redirecting back to the NVR was resolved by resetting using the physical reset button on the camera
