Configuring Date/Time

Cool beans! My Pi is sitting on a dining room chair with no UPS backup and connects WiFI only, but okay. When a cam restarts does it lose time completely?

No it doesn't lose time. I'm not sure if the the cams have a battery powered real time clock or not but I know they don't lose time when restarted.

The cameras clock drifts. It will hold time for a while when powered off. If you do not have accurate time stamp on the video, it may not stand up in court.
