Does anyone know if the Hikvision poe ports act like normal switch ports ? Curious if a BlueIris server could be connected to an un-used poe port and be able to talk to the cameras?

Yes, the PoE ports can operate as normal switch ports.
But depending on how many cameras you have connected, you may be introducing a bottleneck by making all the traffic flow through that one port.

Does your NVR have the 'Virtual Host' feature, and is it enabled?
If so, you should be able to have full access the cameras via the NVR LAN port if devices on your LAN, such as the BI PC, have the NVR LAN port IP address set as the route or gateway to the NVR PoE IP address segment (by default 192.168.254.0).

This can usually conveniently be done by adding a static, private route to the device that's set as the default gateway, usually your router.
