When configuring the camera using Main Stream RTSP, how can I tell the camera is running at it's highest resolution of 1080P ? Highest I can set the image format to is 1280 x 1024 ??

Welcome to the forum..Blue iris will automatically adjust to the resolution you set the camera web interface..selecting a resolution in blue iris is pointless. You need to adjust it in the camera itself.
