Just because windows says its the latest does not mean that is the case..oem windows installs often dont let you update...there are workarounds...
it can also be an issue with the stream coming from that particular hacked camera.

I downloaded the latest directly from Intel's driver site. Windows did not have the latest.

Having the same issue with the DH-IPC-C35P that is a non-hacked firmware.
