Ebay PC tower i5-6500

Not that good of a deal considering it only has 4gb of ram. I got a Dell Optiplex 9020 SFF Intel Core i7 3.40GHz 8GB RAM 500GB HDD Windows 10 Pro for the same price not too long ago.

Your system is 2 generations older and likely three years older. It also will never be able to support Intel HA for h265. This system can also hold 2 3.5 drives as well as an SSD. Apples to oranges.
That said these systems can be had for 180-200 shipped with 8gb memory. Varies by day.

Hardware acceleration with h264 works more than good enough. And with the i7 having twice the amount of threads, it'll be able to handle more cameras either way.

You are confused about the purpose of 265. Regardless, your machine is old. most users don't need that much power.
