It's a Hikvision so they aren't going to be directly transferrable, but basically turn your shutter speed down until there is no blur in the plates due to the car moving, then move your gain down. You'll have to tweak it because some plates are dirty and won't reflect well, while others are brand new and might be over exposed because the gain is too high.

Also a lot of plates on are lit by the vehicle itself while others are not, and that will make a huge difference at ranges where your camera's IR doesn't reach so well.
