The general rule, is if it is not broke do not fix it. You should not download or upgrade cameras or DVRs, unless there is a specific issue that you are having that needs to be fixed in the upgrade. Some upgrades will remove features that you may want. Some upgrades will brick your equipment.

Cameras and DVRs are not PCs, they do not need to be upgraded if they are working.

Yes if there is no internet. I agree 100% with that statement.

If there is internet, new updates are not only add/remove features, its security updates as well.

If you are worried about China cameras and DVRs for security updates you are already in big trouble. All cameras and DVRs should be on a separate network with no direct access to the internet. You are dreaming that it is easy to back out updates on DVRs and cameras.
