How do the frame rates differ at all between the 2 cameras?
On that firmware, are there any indoor/outdoor settings that are aimed at anti-aliasing with pulsing light sources?

If you are paralleling along AC voltage you are probably getting a 60 hz signal induced on the cat 5 cables. Maybe you can kill the ac for a test.
