Frame rate question

I have one camera that I cannot seem to get the frame rate up to 15 FPS. Here are some settings. Any suggestions are appreciated. The camera in question is PatioCam. Also, can someone tell me if the hash sign means anything?

Try setting iframe to 15.
 
BI will have no control of the cam frame rate. Some cams will reduce their frame rate when there is less light to give additional exposure time.
Looks like it might be a bit shaded on the patio. See if frame rate is higher when the sun is bright and no shadows. What type of cam is this?
 
Are you sure you are not streaming the sub stream ?

Delete the camera from BI and re added it.

has this camera every worked correctly ?
Is the camera hardwired or WIFI ?
What is the make and model of the camera ?
What is the bit rate ? Why can it not be set in the screen shot ?

The question I have is why there is not a # in from the of pixel number in the status.

The only time I have seen this is on a clone camera. Is this camera a clone ?

Show a screen shot of all the blue iris camera status.
 
Okay, I have been changing settings one at a time and found that when I changed from PAL to NTSC the frame rate went up and I now have a # for the camera.

No, it is not cloned. So, is this what the # sign means?
