The second part appears to be a part of the ruling that I can’t find.

The case centered around Milligan being tried in a military court for aiding the Confederacy. However, the US Supreme Court held that military tribunals were not legal if the state in which Milligan was charged still had functioning civilian courts which Indiana had.
Oh well...
