GIF notifications only work when on LAN

So I have my iphone setup to receive 10-second gifs from Blue Iris after an alert. The GIF comes through fine, but only when my phone is on my LAN. When I am away, I get a notification, but there's no GIF. Thoughts? I've emailed support, but I never get responses from them.

I was not able to find any threads where someone is having this same issue.
