The cables run behind the wood panelling.
They may be permanently trapped where they are.

This is pretty standard practice for me. My wife doesn't have a problem lifting me up but she damn sure cannot feather the controls to let me down at less than 32 ft/sec^2!
We used to live in a house with poor radio reception so we ran a cable from the antenna on the radio straight into the earth on the wall socket.
It improved reception.
Maybe this person is trying to improve their internet signal.
