Help and tips to connect several towns.

Hello everyone, let's see if someone can help me and give me ideas to be able to do what I need. My company is dedicated to putting CCTV cameras, now we have started to install cameras for the towns. Now I have a project that consists of 3 towns being 1 town the main one and the other two towns I would like to be able to record the cameras in the NVR of the main town, these are in a different network. What would be the best way to do it? Put a router in each town and connect them via VPN? The problem I have is that being the city council network the same does not let me open ports... there is the Any way to connect using a tunnel or something like that? Then apart from what I have commented on, as we have facilities for many towns, there is some way to set up a network species with VPNs configured to be able to access from our office, a to the local network of each town? since from Remote it does not allow the same configuration options as locally the NVR. Is it possible to mount a VPN server in our office to be able to connect approximately 100 clients?

what you understand as put camera in town?

are you talking about cms in HQ of some small company in different locations (buildings)?

or cameras for city monitoring?

how many cameras per site (town)?

how many sites (towns) finally?
