Hickvision on two Win 7 PCs - one works one no signal

I have two Win 7 boxes and would like to switch BI fron one to the other. I have a Sony and HV camera. The current install works flawlessly. I installed BI on new PC and imported config from current PC. The new pc displays the Sony but not the HV. Exactly same config for both cams on both PCs. HV on new PC has No Signal. Tried every setting in the book. Turned off firewall and Ant-V software. No luck. Can view HV in IE and SADP. Puzzled. Anyone experienced this?

for a start reboot the PC and the camera.
if that does not work delet the Camera from BI and readd it,

disable hardware acceleration for the camera and test.
disable firewall and test.

Change Settings under Troubleshooting tab is greyed out on both pcs. Have disabled firewall and AV and still no image

what troubleshooting tab? hardware acceleration is changed in the camera properties video tab in blue iris

All this time and research I thought it was the display hardware accel that was being referred to. It works. Thanks so much.
