As noted in your other thread. You need to provide the details about your system.

No need to run at 25fps, cut it to 15fps. Set iframe = Frame Rate, so 15 fps

What is your BI PC? Processor, memory, etc.

Is BI using 70%? Post a screen grab of the Process tab from the Task Manager.

Post a grab of the Cameras tab of the BI Status menu.

What other info would you need to help me nut this out

As I mentioned in your other thread,
I asked for what are the specs of the computer you are using and are you using the substreams? Is it a laptop? Is it Intel and if so what I number and processor? How much RAM?

The computer you are using is the reason for the high CPU.

If it is a cheap @$$ laptop with a cheap processor or a cheap desktop with a cheap processor, that is the problem, but until we know the specs on the computer, we can't provide anything more.
