I've done some searching, and I can't seem to figure out why my dome camera is stuck ~1-2fps

Below are my settings
Firmware VersionV5.2.5 build 141201
Encoding VersionV5.0 build 140714
The cameras are connected to a Cisco 2960S through an 8 port POE injector. (All Cat5E)
The switchports are hardset to 100/full. The runs are a max on 150ft.
Connection from my switch to BI pc is Cat6 running at 1000/full.

I should add, I'm seeing a large quantity of errors on the port for this camera

It looks ok, Much better than in blue iris. I don't know if there is a way to directly view frame rate in browser. I can still notice occasional hangups though.

My other camera (Cheap 30$ Hosafe) has 30fps in BI and no stutter ever.

Disable all other cameras in BI and test. The demo mode seems to cut fps..I have seen this on a few installs, as soon as I enter the key the frame rate goes up.

Even using ONVIF, I get "No Signal" 5-6 times a minute. I'm wondering if i possibly have a bad termination on that cable...

That is very probable. What kind of cable are you using? brand? Copper or copper clad aluminium (CCA) did you wire using 568 standards?

I seem to be getting ~1900kbps with a VLC stream. Man, these things are tough. lol

I haven't wired up my house with CAT6 yet and my server is inside, so I setup two wireless routers to act as a dedicated bridge between garage and house. When the connection would get weaker, I'd see the same behavior you're describing - not enough frames reaching BI. It was an issue with connectivity between camera and server.

I'd also recommend checking the cable as suggested above.

Odd situation... When I add a 2nd Hikvision Camera (DS-2CD2632F-IS), both cameras have extreme frame drop and almost always lose connectivity. I've ruled out the POE device by connecting the new camera to a separate POE injector. I also re-ran the cable for the original dome camera. Any ideas?

It seems like there is interference... Even in this screenshot you can see my Front Door camera show up where the front corner should be..I'd rather not sit in wireshark for 3 hours, anybody have any clue what is happening?
IP Address of the dome camera is 192.168.1.11, the new bullet is 192.168.1.12

I've done that twice already. Disabled that setting, frame rates are low again on the camera with that disabled. :(
