Hikvision TFTP Tool Missing?

I know this has came up a million times but all of the links to the TFTP tool are broken and searching Hikvision Europe's FTP I cannot seem to find it.

Can someone please post a working link somewhere?

Hikvision have pulled it from their websites - we don't know why.
