HK 2342 WD-1 / BI recording streaks really bad

i noticed my recordings on my cameras seem to be streaking really bad. my server is @ ~ 25% right now since i am only running a portion of my cameras. i set the cameras (on camera interface) to 1920*1080 @ 25fps and allowing max br of 16Mbps. i ripped an example off of my iPad to post here. any ideas?

Also, make sure noise reduction is set to 50 or below, mine streak badly with that set high on the 4mp cameras too. 16mb way too high for 1080, just set it to variable medium or higher and let it go for now as a test also.
