How can I do this for my footage where I have a magnified zoom window at the same moment a trigger/movement happens as he did in his video.

Piotr Wojakowski has posted a number of reviews here .. looks like he has multiple cameras setup .. and is using triggers ..

I believe he is simply adding it using video editing software to highlight the differences between the cameras.

I agree that it is video editing. The inset video is just a blown-up region of the original video – you can tell that the angles and colors are exactly the same.

He even has the insets following a person or vehicle. It's a way to show what detail you can get from the reviewed cameras by doing a digital zoom of the footage. It wouldn't make sense to use zoomed footage from another camera.
