There is no ban unless you are a government agency looking to upgrade equipment. That was introduced last year.
The newly discussed "ban" is one on US companies selling components to specific china companies.
 
The ban directly impacts federal government agencies plus those organizations using federal money (grants or loans).

There is a second element of the ban (technically NDAA 889) that would effectively blacklist any company who sold or used Dahua, Hikvision or Huawei from selling to the federal government at all. This is scheduled to take effect August 2020 but the White House just asked Congress to delay this to August 2022 (see White House Letter)

If / when the blacklist went into effect, it would significantly reduce those offering Dahua and Hikvision (at the OEM, distributor and integrator level).

As for the 'everyday consumer' including DIY who buys from Andy, etc., this ban is unlikely to have a material impact. It is already having a major impact though in the commercial market.
