Is it time to build a new DVR?

After adding another 3 new cameras I'm looking for some more improvements on performance as our server is running about 75% CPU which shows in the UI3. Launching the GUI server is about 95% and is almost impossible to use. I've followed this post (Optimizing Blue Iris's CPU Usage | IP Cam Talk) and have done all of them except for the 'Limit decoding unless required' option. There is a need for more cameras in the future so want to be able to add more.

Most settings listed below, not a network issue as on the BI server with a webpage open to the cameras stream is clear with 0 lag.

Questions:
Can I add a video card to this system to help offload CPU?
How many cameras is to many cameras per system?
Should I build a new system?

BI Specs: Tweaks listed above - Camera FPS to 20 - Prerecord 7sec - 20sec post record. h.264 HW decode: yes no VPP

Our current DVR system is as follows
Xeon E5-2690 2.90ghz (2 sockets) 16 total cores - 32GB memory - Integrated Video - 30 Cameras Hikvision/NSC - 55TB usable Raid 5 or 6 (cant remember)

Camera Specs: 20fps - 1080p or Higher Resolution - Variable bitrate - max @ 2048Kbps - H.264 encoding

So i've noticed after changing the framerate to 15fps its better but there is a 2-3 minute delay in the viewing of the video in UI3. I've even noticed some cameras not even recording motion currenlty and now I've disabled 2 of my cameras to keep up.

Will adding a video card help process/decode h264 or will only building a new system that the processors supports quicksync help?

I've disabled my hardware acceleration setting in BI, i thought that was only helpful with the cpu quicksync feature.

1 only thing I did was change my 3 4k cameras down to 1080p resolution and now im around the 45-50% mark with all 25cams

I tired changing it and rebooted and performance wise its still the same.

yes, it only has an effect if you have intel HD with quicksync, which as you stated your cpu does not support.

@fenderman Thanks, thats what I thought.

Running 25cams now at 15fps and 45-50% CPU. I think I've reached my max cams at the moment for this system.

When building the next one im curious if an i7 six core with quick sync would perform as well.
