OK a few things I see:

Try not to run backlight at night.

slow end of shutter is to slow - change 40 to 30 tops, but even lower if you can. The camera is being tricked by your lighting and is probably running the slowest shutter you give it.

Match iframes to FPS.

Change to constant bitrate and try H264.

Drop NR down lower. With that light you should be able to get to low 30s or so.

H265 "blocks" are too large, so between that, an iframe that is 6 times the FPS, and VBR, most cameras will miss motion in that setup.

Also, try lowering the FPS. We aren't making a Hollywood movie (and those are shot at 24FPS). Try 15 so that there is a little more difference between the frames for the camera to pick up the movement.
