Expecting to use 3.6 or 4.0 lens or variable lens

Objective - provide the ability identify person 25 feet away from camera lens in low light environment

From Axis - Identification Id - Detail should be sufficient to enable the identity of an individual to be established beyond reasonable doubt.

I do not think this will be an easy spec to find a product:
1) inside small/covert POE camera - low light environment
2) ability identify person 25 feet away from camera lens in low light environment

There are some normal sized cameras which will do the job - see the Dahua threads here.
