Lower bitrate without affecting FPS

I would like to lower the bitrate that Blue Iris records at without altering the FPS. I am aware this will reduce the quality of the video. However the "Max Rate" setting in Blue Iris appears to affect both the bitrate AND the FPS. How do I lower the bitrate while keeping the FPS at 30? I am using Hikvision DS-2CD2032-I cameras. The default bitrates are pretty taxing on my CPU and I already have hardware acceleration turned on (H.264 setting) with Windows 10, running BI as a service.

Higher fps uses more CPU not bitrate so much ... lower fps lower CPU ,no reason to run at 30 fps
Find the ip adderss of the camera and log into it there will be settings

Are you recording direct to disk?
Are you using the demo or licensed?
As mentioned you set the fps and bitrate in the camera itself...no need for 30fps, that is a waste.

I tried cutting the "max bitrate" in the Hikvision camera configuration in half, then rebooting the camera and then the BI server, but this had no affect on the setting in BI. How do I get BI to automatically re-adjust? Or is the "max rate" setting in BI not really relevant if I am adjusting it on the camera side?

You dont set anything in BI...it auto adjust to something higher than whatever it is receiving, its that way by design.
What processor are you using? How many cams and what resolution?
Are you logging in remotely?

Your cpu is very weak, that is the reason you are having these issues...what cpu usage are you seeing?

15FPS is more than enough; Dont be daft and think that FPS has anything to do with image clarity/blur.. Thats shutter speed and its largely independent of FPS, unless your broadcasting your cameras on the internet for sporting events you have absolutely no justification to run at >15FPS, foot traffic is not nearly fast enough to even notice a difference.. your not making a SciFi movie here; your wasting valuable resources to save useless data.
