Need advice on new budget system purchase

The max power a 2231 uses (per Dahua's spec sheet) is 9.5W. So four of those cameras at 9.5W would pull 38W max. This switch is 55W, so you're good there.

To use the switch in the recommended way, I think you need at least SIX ports:
Port 1: 2231
Port 2: 2231
Port 3: 2231
Port 4: 2231
Port 5: BI PC
Port 6: cable plugging into your home network (often times an open port on the back of the router)

And like @Walrus mentioned, if you ever want another camera (which seems to happen a lot more often than it doesn't around here), you'll probably want a few extra ports for that. IMO, you'd probably want to consider an 8-port PoE switch minimum.
