Need help choosing the right, cheap model.

Hi,

i need help choosing the right ip-cam model n the price range below 30 USD.
I had a look at the models at gearbest but can't find enough information to make a decision.
Most of them need an mobile app to work but i want to control everything over a webinterface.
Maybe somebody has experience and can help?

What i need is:

- Web-interface
- snapshot possibility (via cgi...?)
- 1280x720 or better
- SD-card recording
- IR-cut (mechanically)
- upside-down mountable

there is no right model under 30...will you be using this to monitor your pets?

i need it to see whats going on in my garage and garden.
but it is installed inside.
