Need help setting up Android Application

Ken tells me I have all the right IP numbers in my phone and router but it still doesn't connect.
I've tried disabling the Firewall but no change.
Any suggestions?

@LightnLar Larry, you have your port forwarding set incorrectly..before I explain, I would recommend that you redact your external ip address from your posts...so that others will not try and view your cams..

in your second photo, where it says "forwarding to" you should have your blue iris lan ip not the external..
Also, the lan ip itself appears strange and not the norm for routers...What router are you using? Did you intentionally change your routers subnet to be 169....?

Ok I changed the router 'forward to' to the Blue Iris LAN IP address that starts with 169.xxx, still doesn't connect with the change.
There are four choice there from a pull down menu, the 169.xxx is the last one.
Not sure how it was chosen, it was just what was on the screen.
The other 3 are 169,xxx, 172.xxx, and 192.xxx.

I have no control over those numbers, they are fixed and you have to choose one from the pull down menu.
My IP address starts with 75.xxx, I am using a CradlePoint CTR35 router with a Verizon Wireless Card plugged into it, IP range for wireless:
NetRange: 75.192.0.0 - 75.255.255.255
CIDR: 75.192.0.0/10
NetName: WIRELESSDATANEWORK
