I personally would make the following phone calls and or emails. Send the video, especially if you can get their registration # on the side of the vessel. Send to the DNR, who most likely would have jurisdiction, Coast Guard (if DNR doesn't... CG can and WILL revoke the license), and the local Sheriffs office.Stooopid bastid almost hit it again with the stern when he goosed the throttle and steered hard to starboard.
It IS against the law to be piloting a boat in FL when intoxicated, right? Is there any kind of marine patrol -type LEO on that waterway?
One of these 3 will do something about it. Especially the DNR (if they're anything like the DNR officers I've met in my lifetime). They'll arrest them as well... especially considering intoxication and not having life vests on. Yes, that's a law.
If you also complain to them, they MIGHT help/advice on shoring up the dock in some manner.
Screw those idiots in boats who have no clue.
