How many cams and what kind of cameras? Basically what is the total megapixels you are recording?
The processor is a low voltage i5 which will not work all that well if you have more than 8 or so mp....
If you want small form factor, consider the lenovo m93 i5 tiny which can be had sub 400 when on sale...which will give you a bit more power

I have some older Dahua 1.3 bullets. and a single 2mp dome-- 4 cams total. I was thinking about getting a few 3mp cams-- likely Dahua again. I could easily push up against that 8mp limit you came up with. What if I drop framerates to 10 or 15?

Heh...as for your links, the HP looks interesting, though still expensive I think. Now I feel like I could get a Dell Outlet desktop when they run coupon codes again. I got one a few months ago for the kids to use for homework-- under $400, with an i5-4460, 1tb drive, and 8Gb of ram.

The dell outlet deals are great as well..note that the hp (usdt-ultra slim desktop version, the small form factor does have room) does not have a room for internal expansion (unless you remove the dvd drive), same as the NUC..one benefit to the mini hp's is that they often come with S processors like the i5-4570s which reduces power consumption...
if you go dell outlet go with the business optiplex..they are rock solid...i have one SFF optiplex running blue iris nonstop in an office environment (i5-2400 i think) no issues for almost 3 years now, just chugs along...
Also the links i sent you are just examples..you need to keep searching for deals...i just picked up a full tower hp elitedesk 800 i5-4570 for 241 (best offer)...had a small dent in the back...Thats as close to free as you can get...
