Nvr ip noob buying help

Hi all I am new here my 1st post so I’m hoping you can help me

We have some pretty not-so-nice-neighbors. We’ve had some issues with their animals and their dog killed our dog on our property amongst other things. Our HOA told is to setup video in case something else happens.After spending about 2months reading, I’ve narrowed down what I want, but I need your feedback. I’ve only had BNC units before so nvr and vms is all new to me.

I’d like to spend 300 or so on a system.
Ideally, I need an nvr or vms setup for home-something my wife can also use.
with 4+ ipcam 1hi res/3low & 1 or more audio inputs
Access from an app & nvr/pc.

I have extensive hardware experience, and have plenty of pc stuff for VMS(check the bottom of this post)but I lack experience in networking.
I’m considering a grey market hikvision 7604 for $130 and getting cameras as i go.
Or dedicating a pc for VMS.

· Is this a decent nvr? hikvision 7604
· Does it need a poe switch? i heard it did
· Any suggestions on which route to take? Nvr vs Vms?
· Are there any simple os’s to use/setup for VMS?

Any help would really be appreciated, ive been waiting to post for some time!

i7-5820k with 20tb of available storage asrock extreme4 x99

numerous other PCs I can build

Supermicro 1150 server motherboard/cpu combo

I also have a copy of blue iris 4 but haven't really used it.

100/10 twc internet.

I do not own a poe switch

Great to hear you've been doing some research here, just in case you have not yet seen the notes below, I wanted to share them with you.

W/regards to your budget - it looks a little tight, thus IF you have a windows PC which can run Blue Iris already - I would look at that option.
Black Friday is around the corner and I would hope you can find a 8 port PoE switch at a great price during that time frame.

I do not know the Hikvision camera space well, so I'll let others chime in on that.
