Okay, So sounds like there is something clearly not working.. even the Connection string seems to be not connecting You might wanna post that in the original post since they have all the programming experience.
But from your screen shot it seems like it is all grey even in downloader so your connection string is also an area I would check within in downloader..

Unfortunately, I don't know what to check for. I've posted over in the a actual tool thread. Hopefully they can shed some light!
Your database is also called LPR correct ? if yes then it looks correct. at-least for the string part. that is what I got for mine.
One thing it is Data Source=.\ and not Data Source=,\ just wanna make sure I think your does look a "." which it should be.

Yep! Everything is as your instructions appear. Last night, everything was saved to my download folder, so today I moved it to the desktop and tried from there. Still nothing. I posted in the tool thread. Hopefully someone can assist further. I don't mind paying for their time to get it up and running!
I thought I saw the tables last night showing in downloader and it is not showing rite now.. Which is strange seems like you had the connection going at one point.. but it was failing to import.. That was the screenshot I think you had earlier.. Or last night.
Last night I did have a table, with zero's. It took a while to get to that point. Now, it's still grey.
I'm running version 2.7.103 of Open ALPR. Unfortuantely, I'm not seeing anything particularly obvious to tell me if there's a newer version out there, aside from downloading and installing.
That way we can at-least verify that account is working and downloading the CSV.. needed to import.
I did. Still nothing. Plates are getting scanned by OpenALPR.
I'm pretty sure the folder would be auto-created once the files are written.
open the file in the broswer and download the csv.. and try to upload it using the downloader app and see if it imports it into the database.
I downloaded the CSV. "Manually Upload File" via downloader; nothing shows up there. Open Viewer. "Search License Plate Data". Nothing.
The downloader video is still grey ? after manually uploading ? If, Yes then definitely something within database is not working.. not sure what .. someone with more experience may able to guide you to troubleshoot the issue better. Or like me until then I kept poking around..
