There's definitely paint that will reflect under infrared light the problem is if it is safe to put on an animal.
I wonder could you use reflective tags instead?
If you're trying to identify animals at night with a camera's IR I would do paint patterns instead.
Such as an animal getting a paint pattern of three dots and two vertical lines, another gets the pattern of one dot 1 horizontal line.
It's not going to be as easy to distinguish when the animal is laying down, but it would give some hint in a black & white photo.
Why do you need to identify each cow?
Do you want to know the total count of cows?
Or you want to make sure each cow is not wounded or something similar?

We have a bunch getting ready to birth. We wake up every 2 hours to monitor.
I‘d like to be able to mark the ones who’s due date is close to quicker identify them during the middle of the night.

You can buy a car license plate (since it easy to read with IR on) and split it into digits.
Each cow gets a digit (assuming you have less than 10).
Maybe you can use velcro to attach it to the cow.
First cow gets 1 band, second cow 2 bands and so on (or you can place it on different leg for different cows - to minimize the band count).
You can also try drawing digits on the band - using black marker, to see if it's readable.
