Relax the developer is likely uploading the a new version or there is an issue with the site.

Working now from Blue Iris site. 144 megs for V5. You are not required to download from the IPCT store.

The store links to the BI site for download. That is why both were not working. The BI site link was down.
Got it downloaded and installed yesterday afternoon. Thank you! Now playing with a test camera and Deepstack and alerts...up to my eyeballs geeking out.
