To make this simple..

Is a i7-6700 @ 3.40GHz
That much better than a i7 4790k
Both with 8GB ram
as far as CUP utilization?

Cameras 15fps
1 Hikvision 8MP Constant
1 Hikvision 4MP Constant
3 Dahua 4MP
3 Dahua 6MP 1 constant

Benchmarks I was told mean notta to BI

Not sure but I lowered the sub stream to d1, 6fps 12 frame rate on all the cameras and it helped a bunch.

Have you actually ascertained the CPU usage on your current CPU? You can't automatically assume the CPU was the bottleneck.

Who ever told you benchmarks do not mean anything in sustain processing environment does not know what he is talking about.

If all the cpus are Intel the bench mark tells you the difference in processing.
for example The i7-6700 has a benckmark of 10003 while the i7-4790k has a bench mark of 11164. So the 4790K is abut 10% fasted than the 6700.

The only other thing that comes into play is the GPU processing (quick Sync) that is used to process H.264 in BLUE IRIS, not sure how to compare different processors processing h.264.

I have all the sub streams in the cameras disabled.
