Reading frame times from Hikvision video files

I'm trying to understand the hikvision mp4 video files which come from DS-M5504HNI series recorders, and would particularly like to be able to read the timestamps that are stored in the index at the end of these files.

Can one of the Hikvision SDKs do this? Or is there a way to decode the index directly. When viewed in HxD the index looks like this below - and I guess there are timestamps in there if I knew how to read it.

Can anyone suggest how I can read this?
