Solved by changing the path on the Blue Iris Configuration Window from /onvif/profile1/media.smp to /onvif/H.264/media.smp

Blue Iris' Find/Inspect returns the camera's first profile, which is MJPEG and limited to 1 fps. Here are the Blue Iris Find/Inspect results:

Using that path created the problem.
The camera's profile2 is H.264 and supports 30 pfs. Note that you can reference the profile by name (H.264) or by number (profile2). Either works. So
/onvif/H.264/media.smp or /onvif/Profile2/media.smp give the same results.

Profile customization
The camera web viewer supports adding profiles. I added a profile named BlueIris, with codec H.264. The Configuration path = /onvif/BlueIris/media.smp or /onvif/profile3/media.smp
The first two profiles (MJPEG and H.264) are considered default and cannot be deleted or renumbered. Profile3 is MOBILE and can be deleted. If you add a profile, MOBILE becomes profile4 and the added profile becomes profile3.
