your local address is the ip address of the blue iris server...followed by the webserver port...ipaddressort you need the colon.
make sure your blue iris pc is set to a static ip so the local address never changes..
google what is my ip address for your external ip..you need to setup port forwarding for this to work..lots of threads discussing how to do it...
