If you haven't done it, remove PoE supplied power to camera before attaching 12V cable to it.
Have you tried a camera factory Reset using the reset button inside the camera?

I did shutoff poe before pluging in the power adapter, I have not tried a factory reset. I will hunt for said button and press it.
