Pure speculation below (Bongino says there was only the one sniper, so 2 below is probably wrong)...
He was a terrible shot supposedly and the police confronted him, supposedly. Stress doesn't make you a better shot. First 3 shots were pretty accurate. Other shots were not.
Based on this, one of two things happened?
1. somehow he calmed down and fired the first 3 shots accurately and got spooked by a round from one of the counter snipers just missing him causing the remaining shots to be less accurate.
2. First 3 shots were made by someone else with better training.
Anyone have a better explanation?
Also, when are we going to find out if he was on SSRI medication?
Do we know who the person was on the Water Tower? That needs to be a question from the committee, though the answer will be, I have to get back to you on that...
You know thinking about 1. the sniper(s) that were to take out the shooter heard his shots and I would say assumed he got Trump so they fired at the Shooter. Just a guess...
Somewhere I saw someone saying he or someone, got off a shot at the SS counter sniper team... recall that first day the video of the team jerking back and the one guy laying prone rolling back as if to take cover? Or was that shot from the water tower?

Now that sounds like too much to believe. Trump needs to hire an independent investigative team. I would contribute money to that.
Two Shooters; Tower guy fires at Snipers, Crooks fires at Trump. Who knows...
May not of heard shot from Tower...
