Understanding updates numbering

I've decided to not update as often, and want understand if there is a logic to the robustness of numbering.

would it be fair to say 4.1.9.0 is riskier than 4.1.9.5 (when it comes out)?

Also it would be nice if when a version is stable that it be available for downloading at anytime.

In general yes....he used to have the various updates available for download...you can ask him to do that.
