If SCOTUS rules correctly on this, then it would apply to the insane bureaucracies in Commiefornia--- particularly the California Air Resources Board. CARB is responsible for some really INSANE "fees" and issues monetary "penalties" for non-compliance with their self-created rules designed to save the planet--- and the commie idiots in that state just support it.
