Webserver freezes, skips, disconnects.....help!

I have Blue Iris running on a dedicated computer. The application runs with no issues. Videos record, playback, and stream live with no issues. The webserver is different. I watch live and I get about 10 seconds of video and then a pause. Sometimes the video speeds up to catch up to the live view and other times it freezes and reconnects. It happens on different computers both outside the network and inside. i5 2200
8gb Ram
running around 50%
57Mbps down 60Mbps up

Is there some setting I'm missing?

Have you tried adjusting the webserver settings? Are you local to the webserver when this happens?

It happens whether I'm local or not. Also happens on mobile.

Where should I start with adjusting the settings? Which adjustments would affect what I am seeing?
